From my personal experience, I didn't rely on a website or video to guide me on drawing anime characters. I'm sure that Google is your friend in this area.
If I had to say something about this matter, watching more anime actually helps you get a feel for drawing it. It lets you build an image of an anime character easier, it's like coming to you naturally.
Take it step-by-step. If you need some reference, try drawing easy characters like people you would see from a Detective Conan manga. Complex characters have a lot of detail put into their eyes, hair, etc. It's really all about progression like everything else, start off simple and gradually work up your way from there.
Before anything though, make sure that you have the basics. Can you draw hands, feet, limbs, etc. realistically or no? These things are, of course, essential for any drawing of characters.
